I keep having directory permission and file problems. I asked my web server to install suPhp and they said they did but I dont think they did it write. Im still having unwriteable problems and fopen permission problems and everything. I think its executing itself as nobody instead of owner since its shared hosting.

Can anyone help me shed light on this?

Yep, php5 is loaded as a module. For suPHP they need to have it running as a cgi handler.

How do I tell if suphp is installed correctly?
They say that its installed by im still getting permission problems and unwritable directories.
