Post delay pool in squid


Hi,
Everyone,
May Allah bless U all,

I want to restrict all users to use max 80K bandwidth and 10K downloading through delay pool in SQUID 3 file. can any body write the actual parameters which I should add in Squid to enable my requirements..

I have set following parameters in Squid 3. but its not working.

can anybody help me out to make it working:

acl limit src 192.168.0.0/255.255.255.0
delay_pools 1
delay_class 1 2
delay_parameters 1 -1/-1 85000 / 85000 8500/8500

delay_access 1 allow limit
delay_access 1 deny all
