Question debian etch repository help


I am looking a creating a local debian repository however because of the limitations of my broadband (10 gb download limit and slow 256/64 connection) i was wondering if there would be an easier way to create a repository, i have got one system up and running with Debian etch already maybe is there some way that i can use the packages already on this system? all the systems are identical except for the host names of course
