dconf will not work properly, unable to create '/run/user/<username>/dconf


I have a server running fc16.

PROBLEM:
Nautilus will not remember changes to settings;
- error message in terminal when starting nautilus:
CRITICAL *: unable to create '/run/user/<username>/dconf'; dconf will not work properly

CAUSE: /run/user/<username> does not exist.

Creating this dir and giving ownership to the user solves the problem, but do I need to do that manually as root for every user?

/run/user has permissions that prevent a user from creating a dir:
drwxr-xr-x. 5 root root 100 Aug 14 13:30 user

Are the permissions on the dir wrong?
