There isn't one. MySQL is a database engine. Samba is a network sharing protocol.
You can export data from MySQL using the mysqldump command, and COPY it to a Samba share, for use with another database. You COULD edit your MySQL config and move the database file(s) to a Samba share (but that would NOT be a good thing...very poor performance).
Your question is vague. Provide more details, tell us what your goal is, and perhaps we can help.

I would download winscp and connect to the server that way and pull the file out, not push it.

That's like asking "how high is up?". You don't say what you've got available on the Windows system, if you want to script this and/or automate it, or if you want to do it manually. Again, with no details, you can get no answers.
If it was me, I'd share a folder on the Windows box, and use the "net" command in Linux to attach to it (read the man page on the net command). A simple script to attach, copy the file, and detach would be trivial.
