Arrow CVS server restriction


Users are nicely checking out from CVS ; importing or updating to CVS repository .
Now I want to configure one thing . How to lock or restrict users , no one can import or update to the CVS repo without checkout first or up-to-date their local files.
Means, First users will checkkout from CVS repo and up-to-date their local files . Then they will be able to import / update to the CVS repo .

You need to tell your users the importance of doing an "update" before a "commit"...

... maybe your even fortunate enough to be in an organization (school? office?) where (instructor? TA? manager?) can discipline those who fail to adhere to this policy (and, consequently, can mess things up for everybody).

But, unfortunately, there's no way to FORCE everybody to do the right thing automatically.
