Question cvs log and the ChangeLog file


hi,
I try to join in a open source project, but meet with a problem of cvs.
When run "cvs log file_name" to get the log of file_name, I get the information that is same with the ChangeLog file. That is, "cvs log" read the log from ChangeLog file. I have tried to use google to search the relationship between them, but have no idea until now.
When "cvs commit" a file, should I add the log info by "cvs commit -m \"....\"", or add the info to ChangeLog file, commit the ChangeLog, then "cvs commit -m \"to see ChangeLog\" file_name"?

stupid question. I finally got to know ChangeLog and cvs log are edited indepedently.
