Conflict Proftp and Webmin - Plesk

I am running Redhat FedoraCore 4 and have a problem with Webmin and Proftp. This problem appeared after Plesk was updated to version 8.3.
It looks like that Webmin blocks Proftp and viceversa, ie, if I reboot the server and start Webmin, Proftp can not be accessed (as if the port was blocked), and the same thing happens to Webmin if I start an ftp connection after rebooting the server. I have both ports 21 and 10000 open on my firewall through Plesk but still I have the problem. I can run either Webmin or Proftp but not at the seame time.

Thanks for your help

Carlos
