Hello,
Hummm not sure if I got what you really need but you can send logs to a log server with syslog-ng. You may google it for more info. It's very easy to configure.

Yes, syslog-ng can do it also for Windows clients. But AFAIK for Windows it's only in the commercial version. I.e. you have to buy a package with a syslog-ng server license including e.g. 10 Windows clients. You can also continue to use the open source syslog-ng server and disregard the one you bought.
I tested it and it was working fine, as it could also forward log files and not only event logs to the syslog-ng server (e.g. error logs from the Tivoli Storage Manager client). But I found it a little bit pricy only to get the Windows clients functionality.

Maybe cygwin could provide some help.

Yes, but wouldn't this imply that cygwin must run all the time? It could confuse end users.

I'm not a cygwin specialist and I'm horrible with windows, maybe there is a way to make cygwin call syslog-ng or syslog-ng to be called and keep running as a daemon on Windows.

I forgot to mention in addition, that I would assume that a syslog-ng in cygwin won't get the eventlogs from Windows, but could only parse the plain text files. But I could be wrong here.
