project directory owner is user1 and group is abc
chip directory owner is user1 and group is abc
Users xyz belongs to two groups abc and users
project directory has full permission to owner,group and others
chip directory has owner and group full permissions
but users x y z able enter /project directory but not chip directory

Are you sure they were not added to group "abc" since the last time they logged in? The login shell gets its credentials when it is started, and will not see any subsequent changes. What does the "id" command report when run in each of those login sessions?
