Certain permissions wanted on VSFTP

I have a remote dedicated server running a website. I ftp in and read write. What I want to do is add another user to the system that is allowed to upload to that directory as well. I was searching through the forums and havent seen this scenario. I am figuring I need to set more than one group access to that area but don't know if that can really be done.

Example
user1 read write access for updating the site
user2 write access as well.

I think it's something simple and I am lost in myself.
