Not necessarily, if the client does not get a response from the server on that particular port it will reply with "No route to host".
On the CentOS 7 server itself can you connect via ssh? i.e. ssh -p 30585 user@localhost
I assume you restarted ssh after making changes to the sshd_config file. Is selinux enabled? Did you change the firewall to allow ssh traffic on 30585?
