Bitrate transcoder for streaming server (icecast)

I'm wondering if there's a way to send out a single stream to the server (eg 192kbps) and have something on the server transcode it to lower bitrates as well (eg 32 and 96). Basically, split it into multiple streams at various bitrates.

I'd assume this would have to be something between the stream and icecast.

Ideas?

do what now?

Stream starts at 192kbps, and gets sent to the server where icecast relays it at 192kbps. Can I somehow send a single stream to the server, have it split into 3 separate ones at different bitrates, then have icecast relay the 3 separate streams?
