bashrc environment doesn't load


I run a server that runs a web interface program. When a user logs in, the variables in the .bashrc are not automatically set. Everyone has to run 'source .bashrc' before they run a program. Where do I look to fix this.

.bash_profile is read for a login shell. Source .bashrc in .bash_login if you want that read.
