Apache site config file moved after upgrading from 2.2 to 2.4

I upgraded Apache from 2.2 to 2.4 and I don't know where the site configuration file is now. I know about this 'require all granted' now, I'm able to turn this on with htaccess, but changes in configuration file did nothing. As I suspected the config file wasn't even used - I deleted all files in sites-enabled, restarted and it all runs fine, in my custom server directory! So the config file was moved somewhere and I have no idea where.

Edit: Please read my second post. This is a different issue, Apache2 doesn't stop when I type service apache2 stop. Config files are ok.

Open a terminal and issue:
Code:
apache2ctl -S
This will show you the loaded .conf files. then check 'em.

Yes I read it. I understand the changes in permission system. Now I know the problem. Config files weren't moved. It's just that when I type 'service apache2 stop' it doesn't stop at all (however it outputs Ok in console) and that's why it still worked after config files were gone. It wasn't until I restarted the system to see that it works no longer and I have default, empty directory.

I need to get it solved. My system is Debian 8, running inside chroot. I can't adjust configuration if I have to restart computer to see every change.

Edit: I think I got it. Proc wasn't mounted. Typing
mount -t proc proc /proc
allowed me to stop apache2. I'm not marking as solved yet, in case I would have further problems with this.

I could successfully do 'require all granted' in my config file, but I fail on deny/allow kind of thing.

This works always:

Code:
<Directory /var/server/www/>
		Options Indexes FollowSymLinks MultiViews
		AllowOverride All
		Require all granted
	</Directory>
And this doesn't work
Code:
<Directory /var/server/www/>
		Options Indexes FollowSymLinks MultiViews
		AllowOverride All
		Require host  localhost
		Require host  192.168.1.0
                Require host  192.168.1.1
                Require host  192.168.1.2
                Require host  192.168.1.3
                Require host  192.168.1.4
                Require host  192.168.1.5
                Require host  192.168.1.6
 		Require host  192.168.1.7
 		Require host  192.168.1.8
		Require host  192.168.1.9

	</Directory>
when I try to access a page like http://192.168.1.1/ This is ip of my computer on wifi network. It worked previously with deny.allow
If I try to access it like http://localhost it works.
