Apache + PAM

am running Apache/1.3.33 and i want to use .htaccess/PAM to allow the system users to access certain directories

i have this in my /etc/pam.d/httpd
auth required /lib/security/ debug
auth required /lib/security/ debug
account required /lib/security/ debug
account required /lib/security/ debug
this in my .htaccess
AuthPAM_Enabled on
AuthType Basic
AuthName "Accounting - Please enter your password"
require user user1 user2
require group accounting

now, everytime i try to login, it prompts me for a password but i cant login.

the apache error log shows this:
[Wed Jan  3 15:20:39 2007] [error] (25)Inappropriate ioctl for device: access to /expenses/ failed for, reason: Authentication failure

the auth.log shows this:

Jan  3 15:20:37 myhost apache: (pam_unix) authentication failure; logname= uid=33 euid=33 tty= ruser= rhost=  user=user1
Jan  3 15:20:37 myhost PAM-warn[18751]: function=[pam_sm_authenticate] service=[httpd] terminal=[<unknown>] user=[user1] ruser=[<unknown>] rhost=[]

user1 exists and can login to the system,,, but some how apache/pam cant see that
