apache FollowSymLinks not working unless ownership is same

I have a problem with a site that creates symlinks to subdirectories via php script. When the script creates the symlink, the ownership is set as "www-data" (this is on a debian server).. while the actual directories they are linked against are owned by the web account. Apache gives error 403 when attempting to follow these php created symlinks unless I go in and manually set the ownership the same. I can't get php to set the ownership (just won't allow it) and apache seems to be acting like it's using SymLinksIfOwner instead of FollowSymLinks. How can I force apache to follow symlinks even if ownership does not match?

I have fought with this problem some myself. It is not apache that is causing the trouble; it is the file system. The solution that I have used (imperfect) is to take advantage of the group field in the filesystem, and create a common group containing all the the owners and the apache uid. As long as the group then has read access, apache will be able to serve the page.
