Apache 2 does not mix php with html on openSUSE 10,3

Currently we are working from moving our website from a shared server host to our dedicated box. The website which is basicly webspell with some modifications to make it fit our needs.
It is made up out of part php (.php files) and html (.html files). Now the index.php file loads as it supposed to, but it does not account for the html files. That means that anything that relies on php works like it should, but the html files included that is a no go.
I cannot see what we are doing wrong. I do have the header of an html file, maybe it will help.
// -- SET HTTP ENCODING -- //

header('content-type: text/html; charset=utf-8');
