Allow remote connections MySQL server

How do I configure MySQL to allow remote connections and how can I make this secure, if it's even possible?

Nevermind, I can simply login to Cpanel and click the little button that says "Access hosts" to give access to the IP/Domains that I want.

You can use the GRANT cmd, but basically each user is identified by name AND by machine, as well as a passwd, so

fred

is different to

fred@mybox

Yes, I was able to get it done through cpanel.
