which linux distro you are using?
i am not sure but in redhat, centos arp-acl by default not enabled.you have to compile with --enable-arp-acl option.

if you are using redhat based disto you can compile rpm with --enable-arp-acl option from source.

As i know there is no other way. Download source rpm and rebuild it with --enable-arp-acl option.
