Question 403 Issues

I currently rent a CentOS VPS for the purpose of hosting files for my website (hosted on a different service). I have downloaded some files onto the server but keep on getting a 403 error when i try to download the file. The file is visible with a FTP client and in the shell but not in a web browser and not available for access by anyone.

The Directory has chmod 755 and the file 644.

The file can be found here......

This is just one of many i seem to be having a problem with for no apparent reason.

Any ideas?

I would imagine that the rar file would be listed here:

Are you sure it's actually in the correct place? Is it an actual file/rar archive file or a directory?

What's the ls -l output if you can post here?
