rhev-h starting NFS service why occur under issue message?

[root@RHEV ~]# /etc/init.d/nfs start
Starting NFS services: exportfs: can't open /var/lib/nfs/rmtab for reading
[ OK ]
Starting NFS daemon: [FAILED]
[root@RHEV ~]# tail /var/log/messages

It looks like you've failed to install NFS fully/correctly. See for example this msg

Quote:
Could not open '/lib/modules/2.6.18-194.3.1.el5/kernel/fs/exportfs/exportfs.ko': No such file or directory
You're missing a kernel module for start...

Thanks! I know, but rhev-h installation process why not install fully nfs service.
And further,I want to useing rpm reinstall nfs service, but rpm shows under error message.

[root@RHEV]# rpm -ivh nfs-utils-1.0.9-44.el5.x86_64.rpm
warning: nfs-utils-1.0.9-44.el5.x86_64.rpm: Header V3 DSA signature: NOKEY, key ID 37017186
error: can't create transaction lock on /var/lib/rpm/__db.000

I suppose GPG key not import,so use rpm import key,
but the same occur rpm error, below message.

[root@RHEV]# rpm --import RPM-GPG-KEY-redhat-release
error: cannot get exclusive lock on /var/lib/rpm/Packages
error: cannot open Packages index using db3 - Operation not permitted (1)
error: cannot open Packages database in /var/lib/rpm
error: RPM-GPG-KEY-redhat-release: import failed.

I check /etc/ directory,not found pki/rpm-gpg/ directory,why not?
/etc/pki/rpm-gpg/

I don't understand why refer to "Red_Hat_Enterprise_Virtualization_for_Servers-2.2-Administration_Guide"
step by step install, last still fail.

Thanks your answer.
But,base on above description that doesn't install nfs rpm package.

# rpm -ivh nfs-utils-1.0.9-44.el5.x86_64.rpm
warning: nfs-utils-1.0.9-44.el5.x86_64.rpm: Header V3 DSA signature: NOKEY, key ID 37017186
error: can't create transaction lock on /var/lib/rpm/__db.000

So,It doesn't matter at all.
