VSFTPD Disallowing ROOT login

My root user can login to my FTP server. A tutorial I read said VSFTPD would not allow root to login. What's the deal? How do I stop it?

Edited for spelling

Is the root account listed in /etc/ftpusers?

Can the account that runs the vsftpd daemon read the /etc/ftpusers file? That may not be necessary since the login function should be in charge of user logins from a restricted source, but I'm not sure.

Have you read the man page for the vsftpd.conf file? I haven't so I'm not sure if there is anything relevant there.

The /etc/securetty file should only have tty1 through tty6 listed.

It seems to me that the /etc/login.defs file had a restriction to only allow root to log on at the console. I can't find that in that file now. I can't find that in any file in the /etc directory, but I know it is or was in some file under /etc. I'm sure it's in the /etc/login.defs file in Solaris, but I thought it was in Linux as well.
