AFAIK, delay pools can be used for specifying restrictions on a per user basis - you simply specify the user or group in question whilst building your rules. See: http://www.squid-cache.org/Doc/FAQ/FAQ-19.html#ss19.8

How are you authenticating your users within squid and are you wanting to have different settings for different users? You should just be able to declare you acl based on your ProxyAuth group, or SalesGroup for example, and use your network range such as 10.32.176.0/255.255.248.0 so that any user within thespecified group on your network has the bandwidth restrictions enforced them.
