Would you please clarify what you mean by start stop iptables?
In Ubuntu, iptables runs automatically. You can effectively 'stop' it by issuing a flush command iptables -F which will clear out the rules. To 'start' it you can add rules to it.
There are also a couple of GUI front ends for it if you prefer. The default one in Ubuntu is UFW. See this
