you need to enable remote logging in /etc/sysconfig/syslog and edit /etc/syslogd.conf. sufficient instructions are there in those files.

I don't use syslogd. I have my own syslog processing application and I want to avoid 'syslog forwarding' capability in my code. That's why am looking for some OS features/configurations that can do this job.
