Submissions often include trap doors
 
I have heard a rumour that one reason that Linux uses an elaborate submissions review is because unsolicited submissions often include trapdoors or other hacks. Is there any truth in this?

There are lots of reasons for reviewing submissions. I'd imagine that making sure the patch doesn't breaking anything else is equally as important. Personally I've never heard anything about a significant number of submitted patches having backdoors or malicious code hidden in them, but I wouldn't be suprised if it has happened at some point.
