SSH startup

I just rebooted a linux redhat 7.1

Now, it seems I can no longer login with ssh. Telnet is fine. (sorry, but it's still running on the machine) When I try to connect from my pc or another unix machine I get a message:
"FATAL: Connecting to ###.###.###.19 failed: Connection Refused"


it just hangs.

Any thoughts on what may be wrong?
