setting root's umask

I'm trying to set root's umask to 077 on my linux distribution. I've edited root's .bashrc_profile and .cshrc to reflect umask 077, but nothing seems to happen when I build a test file. The permissions on my test file should read 700, but instead they read 644. I've also set the umask in /etc/profile, but this doesn't seem to do anything either. Is there something else that I'm missing? Thanks.

Did you either "source .bashrc_profile" or log out and log back in again before you tested it?

Yes, first I tried logging out and then I tried restarting, but no luck. Something must be overwriting it somewhere else. Thanks.

Hmmm... I'd check to see if there is anything in the /etc/profile.env directory setting it... or if all else fails, grep the whole /etc directory and your whole home directory for "umask" and see what file is the culprit.
