Set permissions permanently


One of my file in /dev has this permission:
cwr-wr---T
I changed it to:
cwr-wr-r--
but after restarting the server it comes back to the previous mode!
what should I do to keep it with new permissions permanently!?

Since it's a file or device node in /dev, it's probably being (re)created by udev every time the system boots.

You'll have to create a new udev rule (or edit an existing rule) to make sure the file/node is created with the required permissions. These rules reside in a directory called rules.d somwhere on your system, and its location varies between distributions. On my system, user-defined rules go in /etc/udev/rules.d.
