send email on login

I want when a user (or root) login on my machine an email to be sent with some info (user/ time / ip address of connection).

Is this possible?

Yes, for instance http://freshmeat.net/projects/pam_script
Is emailing on login useful? I doubt it. Better invest time in properly hardening the box I'd say.
