Restricting access to a port based upon uid?

I'd like to limit access to ports, based upon uid.

I'd like to make sure that certain users cannot tunnel (using ssh) to certain ports and/or IP addresses inside my network.

Does anyone know a way to do this?

You can filter traffic based on user id. Have a look at Alien Bob's article at http://alien.slackbook.org/dokuwiki/doku.php?id=slackware

Next to that the GRSecurity kernel patch allows you much more and more finegrained control (in contrast to Iptables) over who can use what network posts.
