Restricting access to a port based upon uid?

I'd like to limit access to ports, based upon uid.

I'd like to make sure that certain users cannot tunnel (using ssh) to certain ports and/or IP addresses inside my network.

Does anyone know a way to do this?

You can filter traffic based on user id. Have a look at Alien Bob's article at http://alien.slackbook.org/dokuwiki/doku.php?id=slackwarearentalcontrol. In the section "The iptables rules", there is an example of this.

Next to that the GRSecurity kernel patch allows you much more and more finegrained control (in contrast to Iptables) over who can use what network posts.
