Prevent user from accessing the Internet

Is it possible to prevent a single user or a program from accessing the Internet? Like a simplified Zonealarm. I would like to allow a user to receive email from a local email server, maybe access the Intranet but not the Internet, i.e. no telnet to some server or h t t p to some server.

simply add a rule on your gateway preventing any packets originating from the restricted user's IP to be forwarded to the Internet.

something like

#iptables -A INPUT -i <local internface> -p tcp -s <restricted user's ip> --dport 80 -j REJECT

and if it is a question of preventing user A but not B accessing the Internet from the same machine?
