I'm not really sure what you are asking?

Is there any reason why you are using Redhat 9? This is very old and unsupported now. I strongly recommend you upgrade to a more recent version of Linux, such as Fedora Core 6 (Successor to Redhat Community distros).

Linux has a root (administrator) user, and normal users. I don't know if this is what you want, but have a look at sudo, which allows non-root commands to run some commands with root privileges.
