password complexity

Hello sir.i am afraid our work is not done yet.
when i login as root and i try to set password by typing passwd,this is working fine.But when as login as a new user and type passwd,i get the following:

->changing password for (username)
->current password (i type the existing password)
->new password (i type the new password)

then it says 'you have time to change your password'.
I even checked for password aging where i set the password to expire after 1 day.even after 1 day when i try to set the password it says 'you have time to change your password' and gives 'authentication failure'.

what could be the problem?

use 'chage' to change password aging on a per user basis

'man chage' should help you on the way
