what is the cause?

What could be the reason for this message and how does the user solve this? How do we prevent this from happening again?

Note that the password can be changed by root without issue.

THanks.

$ man passwd

Perhaps something odd happened like --expire and --lock was used for that user?

$ passwd --status

The prompt and message indicate that the user didn't enter their current password correctly.

It looks like a common mistake I see users make all of the time. When prompted on login, they ignore the request for the current password, and immediately try entering a new password, which fails since it's not the current password. I think it's because they just entered their password on login, so they don't realize they need to do it again to change the expired one.
