Making users change passwords on first login

Hello, I'm on a Fedora Core 2 box. I want to be able to force a newly created user to change his password the first time he logs in, but not again after that. I've heard this is possible on some distros, but the users/groups tool provided doesn't offer this as an option. Is there a workaround?

Just "man passwd" and skip down to "Password expiry information".
