Locking down everything
I'm an admin at a local library and I need to know how to lock the display setting down, and how to turn off the menu. All I want the public to able to do is click on the icons on the desktop.

I may be wrong but you may need a special kiosk distribution or perhaps just kiosk software for what you want.
You can just xkill the panel if you want, but users will still have the menus when they click the mouse buttons, so you may need to edit what commands are available in your settings.

You can actually redefine what the right mouse-click does. So just change it to nothing instead of spawning a menu. If you kill the menu and strip the desktop down to nothing but the icons you want, you might be able to do this .

I agree with Bulliver you should put your efforts and energy into looking for a "kioskmode" distro instead of trying to unfsck a regular multi-user distro. A CD-based one, something like Knoppix, would be a good choice.
