Question linux filesystem?

i have filein /usr, name is myfile
owner is root.
group is root.
permision is -rwxr-xr-x

when i am a user ( not root ), i can't open it.
i want myfile can be accesed by anyone.
so where should do i put it?

Given the rights

-rwxr-xr-x root root ... myfile

any user should be able to open the file read-only.

Hope the rights on /usr are drwxr-xr-x
