Question LDAP synchronization issue


i want to configure 3 ldap server, one has to be a reference user database (LDAP_A) that will synchronize with all the other 2 servers (LDAP_B and LDAP_C)
the problem that i have is that ... from the hosts that are using LDAP_A for authentication i can login on all the other hosts that use LDAP_B or LDAP_C. But from hosts that are using LDAP_B server i cant login to Hosts that are using LDAP_A or LDAP_C
is there a real technical solution for this?
or better where can i read about it, how can i implement this? how will exactly the synchronization work between LDAP_B, LDAP_C with LDAP_A?
