Is setting a file to non executable secure as uncommenting lines in rc.M?
 
For instance if I am not using sendmail would it be more secure to uncomment it in rc.M or just make sendmail non executable?

With slack it tests for the file to be executable befre running it. So long as root owns rc.sendmail it should be secure.
