Question IPTables Surf quota

I know that we can monitor data usage of particular user through IPTables

Now I wanna implement that iff any user's data usage increases more than predefined threshold than its access must be stopped..............

Do I need to write shell scripts???

OR

IPTables does contain any command for so???
