I don't use IPCop, but assuming that it's using a proxy server application (such as Squid) to handle the blocking of websites, then to block an HTTPS site what you could do is deny the use of the HTTP CONNECT method for that site. Of course, if you don't care about the site at all, and don't mind filtering even non-SSL HTTP access to it, then just blocking the entire domain/subdomain will do the trick. I'm sorry that I can't provide you with an IPCop-specific answer, but like I said, I don't use IPCop. Surely someone else does, though, and hopefully they'll be chiming in here soon. As for your last question, an arbitrary limit like that sounds really strange to me. Are you sure about it? BTW, I might be moving this to Software, as your questions are more in line with using IPCop rather than general GNU/Linux security.
