HOWTO protect from VPN attacks?

Hi all,

I am a newbie to security.

I would like to know how to protect networks against VPN attacks? How does big industries do it? What does the government tend to use?

Are any tools open source that I may get?

What kind of "VPN attacks" are you referring to? Please clarify.
