how to create a chroot jail
 
How can a chroot jail be created for security, or does said process need to be specifically tailored to each application (in their own chroot jails, of course)?

There are a number of ways to go about setting up chroot jails, but how you setup the jail really depends on what you are trying to do. For example, if you're trying to create a jail for remote shell access then you may need certain executables and the associated libs for them to use. The important rule of thumb is "less is more".
