How to allow and disallow at intervals

I have about 30 PC's all running windows XP and they are connected to the internet via a Linux Redhat 9 box with a firewall. All I want to do is block all internet traffic for all users and only allow 10 users full time access.

After that I'll just re-instate access at specified times in the cron. I was told to use squid...I don't even want to go that route. I just want to have two scripts to run from my crontab. One to allow access and one to deny. The problem I find is telling the script what range of IP's to block

If you can directly map users to a certain machine (IP address), then you might be able to do this with the 2 scripts + cron technique. If the 10 users will be accessing the internet from random machines, then you'll probably need to use squid and some kind of password authentication to limit access.
