how expire password automatically


I have a couple of questions regarding the passwords and security:

1. How do I make all the passwords expire within, say 60 days of previous time the password was reset? Do I need to run a script for it or can we acheive this using commands?

2. I want to prevent some users in my system from executing 'su', while others should be able to do it. How do I acheive this? I read online that adding those some users to a group and chmod the group permissions is not a good idea... I was thinking if there was a better way to do it.

I am runnning Redhat Enterprise 3.... Please advice...

I'm not sure if yours is the same as Gentoo but in Gentoo you have to be in the wheel group to su to root. That may help on one of those problems.
