You can use samba and simply enter: smb://192.168.0.2 in a browser.
That will show your shares on the xp computer.

If you want a network neighborhood it depends on what desktop environment you are using but I know KDE has something called "Remote Places" which comes close.

Samba is what I use too. You may want to install webmin and config samba with it though. Webmin is graphical.

You can use smbclient: smbclient //MACHINENAME/SHARENAME. That way you get an FTP-like interface. We don't need no stinking graphical utilities!

I searched google for "install webmin ubuntu dapper" and got quite alot of useful hits. I've never used webmin myself but http://www.ubuntuforums.org/showthread.php?t=195093 seems to be what you are looking for.
