groupadd & permissions

Hi,

I need to add a group to my Redhat 9.0 server. I tried to add a group called gameadmins. But groupadd cmd doesnt exist. Yes, im root by the way Any ideas where i go from here?. I just want gameadmins group to be able to load games in user dir /home/gameserv, AND also be able to stop|start httpd apache web server only.

As always,
Thanks!!

scrag; take a look at http://tldp.org/HOWTO/HOWTO-INDEX section 4.2
system adminstration and configuration subsection 4.2.1 config/install and
4.2.6 security expand each subsection for further info.
