Getting cgiwrap to work on Mdv2007.0

Hello,
I followed http://hico.fphil.uniba.sk/ht-phpcgiwrap.html and a few other similar sites to install cgiwrap rpm from Mdv itself. Initially it didn't work, but after a lot of tweaking around I could make it work. Now it works flawlessly when I use the URL:

http://example.com/~userid/cgi-bin/alice.pcgi
(Note: URL is not as http://example.com/cgi-bin/cgiwrap/userid/... as in the man page!)

With ~userid pointing to $HOME/public_html as usual and cgi-bin being its subdirectory.

But when I tried to replicate the tool on another machine, also working on Mdv2007.0, it did not work! I tried redoing all, even copied the working httpd.conf. It correctly recognizes the .html files in the user directory, but not the cgi files. I am totally confused over this and not sure where is the difference. Can anyone suggest me where else I should look into besides httpd.conf?

Thanks,
-Snjv

Is it missing the handler? What do the logs say? And what does "a lot of tweaking around" mean?

By lot of tweaking around I mean the changing various options in the httpd.conf. But the same conf files does not work on the second machine.

While I did open other files like /etc/php.ini, I don't think I modified any of them, nor do the time stamps show modification done during the same time.
